HOW A FILE IS FILED

A file is a snapshot at one specific block, and the file states which block. After that the scanner keeps watching. LP unlocks, a proxy is upgraded, a top holder accumulates — the webhook fires and you flip the card or pull the listing. You do not poll.

The default rule set marks a file pending when it cannot conclude. It never marks it pass by omission.

Every report is signed with the desk's registered key and its hash is written to an append-only registry on Robinhood Chain.

Six months later a customer complains. You pull the report_id from your own log, check the hash in the registry, and export the exact report that was displayed.

Your internal log can be edited. The registry cannot. The verification library and the detection rule definitions are open source so third parties can re-derive our findings.

A file marked pass, followed by an incident on the same contract. It is the existential risk of this desk and we do not hide it. A report is a snapshot at a block, not a permanent certificate.

FOUR MITIGATIONS

Default to pending when the rules cannot conclude. Continuous monitoring after issuance, with a webhook on state change. This public board. A stated liability cap in the B2B contract.
